Dr William Thomas Parsons, author of Noxious Weeds of Victoria (1973, reprinted 1976, 1981), and, with E.G. Cuthbertson, of Noxious Weeds of Australia (1992, 2nd Edn 2001) died on 3 May 2010 at the age of 82.
Bill was the inaugural President of the Weed Science Society of Victoria in 1966–67 and had a distinguished career in the Victorian Department of Crown Lands and Survey (DCLS).
The noxious weeds books long functioned as weedo’s ‘bibles’, essential references for government pest plants officers and researchers, students, farmers and park management staff , and were very widely and popularly used by others involved in weed management.
Bill was born at Albert Park, Victoria and attended Upwey High School. He studied agricultural science at Melbourne University and joined the DCLS in 1952 as an Assistant Research Officer in the Weeds Research section. In 1959 he was awarded a Commonwealth fund fellowship to study in California and elsewhere in the USA.
He rose to become Officer in Charge of the Keith Turnbull Research Station (KTRS) at Frankston in 1966, and later Chair of the Vermin and Noxious Weeds Destruction Board (VNWDB).
As Officer in Charge at KTRS he was responsible for research projects including vermin and weeds, extension activities and administration of the Station (VNWDB ?1974). During the early to mid 1970s he thus oversaw the work of research staff including Tom Donaldson, Les Schmidl, Ron Amor, Bob Richardson, Colin Piggin, David McKenzie, Bruce Woodfield, Ros Shepherd, Brian Coman and Jim Backholer.
His PhD thesis, supervised by Dr Jack Wilson in the School of Agriculture and Forestry at Melbourne University, was completed in December 1977. Bill noted in the acknowledgements that the Secretary for Lands was ‘anxious’ that he undertake the study and that the VNWDB and KTRS had provided support and facilities.
His thesis, on the ecology, physiology and management of slender thistle and winged slender thistle (Carduus pycnocephalus and C. tenuiflorus) in Victorian pastures, had a particular emphasis on seed germination and seedling recruitment. Bill sorted out the morphological distinctions between the species, which had often been confused in the field. Seeds were found to be subject to innate, induced and enforced dormancy and germination was found to be restricted to a six week period after the autumn break.
In the late 1970s he went up to head office at 2 Treasury Place in Melbourne to undertake more administrative duties (Ros Shepherd pers. comm. 2010) as an Executive Research Officer in the Division of Inspection and Vermin and Noxious Weeds.
He was a member of the Premier’s Pesticides Review Committee and the Congenital Birth Defects Committee (Victorian Consultative Council 1978) which investigated an ‘apparent increase in deformities and miscarriages in Yarram’ (Ansley and Carney 1980), South Gippsland, Victoria, allegedly linked to use of chlorinated phenoxyacetic acid herbicides.
Parsons defended the use of these herbicides, being quoted for example that ‘On present knowledge it was fair to assume [they] caused no hazard to people’ (Anon. 1978), and the Committee found no evidence that events at Yarram were due to herbicide exposure. The phenoxyacetic acid herbicides were first used in Victoria c. 1950 and became the major chemical treatments applied to a wide range of weeds through to the 1980s (see Parsons 1973).
In Gippsland 2,4-D was the main chemical used for the control of ragwort and a range of other weeds and 2,4,5-T was predominantly used on blackberry, along with some other woody weeds. These two herbicides became highly controversial in particular because of their use in butyl ester forms by the US military in the Agent Orange defoliant in the Second Indochina War. In South Vietnam alone, crop destruction and defoliation operations were applied to over 2 million hectares between 1962 and 1969 (Neilands 1971).
Despite conflicting scientific opinions the tide of evidence against these herbicides gradually mounted. The methodology and statistical analysis used in the Consultative Committee report on the Yarram cluster were later shown by La Trobe University zoologist Peter Rawlinson to contain major flaws. 2,4,5-T was slowly withdrawn from use across Australia and 2,4-D has now largely been displaced by other herbicides.
Bill was also involved in a 1984–1986 study of 2023 operational pest management staff employed by the Department of Lands between 1951 and 1971 which examined whether exposure to phenoxyacetic acid herbicides had affected workers’ health, in particular resulting in any excessive mortality (Anon. 1986). The Victorian Departments employed a field force of several hundred men, many of whom used the herbicides on a daily basis through six months of the year over many years.
Parsons noted (Anon. 1986) that the Department of Conservation, Forests and Lands (DCFL, the successor to the Lands Department) ‘had not been aware of any untoward problems experienced by its workmen with these compounds’ but that ‘its workforce provides an excellent sample… possibly of world significance, into the long term effects’ (Anon. 1986).
Indeed this study was reviewed by the Australian Royal Commission into the Effects of Agent Orange, which concluded that it provided strong evidence that the herbicides did not increase the incidence of cancer in general, or of particular rare cancers. Bill presented lectures on weeds at Monash University over a period of 20 years, and also lectured on weed ecology at the University of Melbourne. He retired from DCFL in 1986 at the age of 58.
Noxious Weeds of Australia was completed in retirement, and has been described as the culmination of his life’s work.
The post-retirement years also saw a continued concern about the effects of herbicides on the community and government workforce. His collection of weed images (Weeds of Australia: photographs of weed species in Australia) totalling c. 1300 slides and 112 photographs and negatives was donated to the National Herbarium of Victoria in April 2002. Many of the images were featured in the two books. The collection is accompanied by a list of the slides, which were also scanned and saved as digital files by Les Bould at the Keith Turnbull Research Institute around that time and are currently in the care of Dr David McLaren.
Bill has been described as a genuine, kind and generous intellectual who always acted with honour and integrity. His contributions to weed science and management have been widely recognised and respected throughout Australia and overseas. We regret the passing of an inspiring man and a Weed Society founding father.

Robert Emilius PAYNTER was married on the 25th March 1873 to Almondsbury, Gloucestershire-born Susanna PEARCE at Rockhampton, Queensland, Australia. He was then a Grazier inland of Rockhampton till about 1902 when he retired to Strathfield, Sydney, New South Wales. He died 25th March 1915 @ Woodward Avenue, Strathfield, Sydney, NSW, Australia. His wife survived him to die in the same place in 1937.

Robert Emilius Paynter came from a large Cornish family with eleven siblings, some of whom became influential in colonial Australia. Elder brother John Bateman PAYNTER (1821 – 1903) was a Solicitor who married Ellen Jane MULLEN in St Peter's Church, Collingwood, Melbourne in August 1855.He died in Sale, Gippsland in 1903. Also, with more subsequent links to next elder brother George William Camborne PAYNTER (1827 – 1906) who became Surgeon-Superintendent, and later a Chemist & Manufacturing Druggist in Rochhampton, Queensland, before returning to England.

-WILLIAM PEACOCK & THE JAM FACTORY, PRAHRAN: HISTORY -

The Jam Factory was first established in 1858 as the Victoria Brewery with residents Albert Terry and his family also living in part of the factory. At this time, the building and land were valued at a modest 150 pounds.

In 1876 the Victoria Brewery closed down. The building and land were then sold for 5,350 pounds to Robert Wright and Robert Payne. No longer a Brewery, the new company was named the Victoria Preserving Company.

Four years later, in 1880, the building became known as the ‘Red Cross’ preserving company. Employing 230 hands, in season the company was the largest employer in Prahran.

In 1895, Mr William Peacock bought the premises and turned it into the ‘OK’ Jam Co. This in turn was sold once again to Henry Jones, the man behind the famous IXL brand. But then, in 1926, Henry Jones passed away and Achalen Palfreyman became Chairman of Directors. The three cottages which had been on the site since the 1850′s were pulled down and a cool store built in their place.

In 1950 there was a significant downturn in the jam market. The more affluent consumer, the once great lovers of jam, were eating more fruit. Years later, in 1967, Achalen Palfreyman died. Then, three years later, production of preserves and jams at the Jam Factory ceased all together.

The decade of flares, flower power and Woodstock also saw the opening of the Jam Factory shopping centre, in 1979 on the 9th of October. The cost of the development was over twenty million dollars. And now, walking through the colourful and exciting walkways and store, we have the Jam Factory of today: Village Cinemas, fashion stores, cafes and restaurants…


MUSEUM VICTORIA Site: Jam Factory - Factory & Companies Timeline
The Jam Factory, Prahran site, and The Jam Factory, located on Chapel Street in South Yarra, were used for the production of jam from 1876[1]. Occupied by several preserve manufacturers over approximately the next 90 years, including the iconic 'IXL' brand name. In the early 1970s, the factory site underwent major building works to become a shopping complex.

1876 - Robert Wright and Robert Paine, owners of the Victorian Jam Co., previously based in Fitzroy, bought the Victoria Brewery site in Prahran and altered it for use in the production of jam. The company's name was changed the following year to the Victoria Preserving Co., and by 1880 was known as the Red Cross Preserving Co.[1]

1880 - The company had become the largest employer in the Prahran area, employing 230 people at the peak of yearly production.[1] A large proportion of the factory labourers, 40%, were boys [1]. In Tasmania, the situation may have been similar in jam production, with Henry Jones, later joint owner of Henry Jones Co. and the IXL brand name, having begun his working life as a 12 year old boy in George Peacock's Jam Factory in Hobart [2] and [4].

1883-1893 - Due to financial problems, the Red Cross Preserving Co. is taken over by by Samuel Capper and Co., and canning machinery is brought to the factory. However, the financial problems persisted, and the company stopped trading in 1893. [1]

1895 - William Peacock, of George Peacock and Sons, who had previously been running the Victorian arm of this Tasmanian preserving company, buys the factory. 'George Peacock and Sons' was owned by his son Ernest, Henry Jones and Achalen Palfreyman.[1]

1896-1898 - Under William Peacock, the Wandin Fruit Growers Jam Factory opened at the site, changing its name to the 'OK' Jam Co. in 1898.[1]

1905 - Under Achalen Palfreyman, the Australasian Jam Co. (AJC) began operations in some of the factory, initially alongside the OK Jam Co. In 1905, the OK Jam Co. closed, and the AJC occupied the remainder of the site.[1]

1909 - The Henry Jones Co-operative Co. Ltd. was formed, by which time the company had grown to become international in its scope. A rarity in Australia during the early twentieth century, its interests extend 'to all Australian States, New Zealand and South Africa' [1] and to the Empire's metropolitan hub, London [2]. The success of the company was in part buoyed by colonial trade tariffs.[2]

1919 - Henry Jones was knighted. [2]

1926 - Henry Jones died on October 29th in Melbourne. Achalen Palfreyman became the chairman of the company, and moved its Head Office to the Prahran site[1]

1940s-1950s - With the increasing affluence of the post war years, more fresh fruit and less jam was consumed, causing a market downturn.[1] Conflicting information about the treatment of workers and working conditions in the factory is highlighted by historian Sally Wilde, who notes that 'despite various complaints about wages, hours and the hygiene or lack thereof, in the men's toilets, by 1944 AJC in Prahran was being held up as a good example of working conditions by the Department of Labour abnd National Service.' [3]

1965 -1967 - In 1965, Achalen Palfreyman retired as company chairperson, at the age of 90, passing away two years later.

1970s - Jam production ended at the factory in the early 1970s. In 1972, IXL was taken over by Elder's, and plans were drawn up for the alteration of the factory into a shopping complex, which opened in 1979. [1]

Wandin - Obituary.
After a long illness Mr. Victor Peters, formerly head teacher at the Wandln Yallock school, died at Warragul on Sunday last. During the War he served with the 29th Battalion attaining the rank of sergeant. On his return he had charge of the Cranbourne and Wandin schools. He resigned from the Education department on account of ill-health. He is survived by a widow, two daughters (Dr. Shelia Peters, and Miss Mona Peters, Education department), and a son (Dr. J. Peters).
